Since 2023, the Rock Island Downtown Alliance has prioritized programs and services that keep downtown clean, safe and welcoming.
Feedback from downtown stakeholders shows strong interest in expanding public safety efforts to support a secure downtown. In response, the Downtown Alliance is launching a pilot program with Quad Cities-based Digital Security Solutions to provide a visible presence of professional, unarmed security as an extension of the downtown team through the end of 2026. During this period, the Downtown Alliance and its partners will continue hospitality and street outreach services and maintain an increased law enforcement presence.
"This multi-pronged approach, teaming up ambassadors, social service providers, law enforcement and security, is used by successful downtown districts nationwide, and we are pleased to bring it to Downtown Rock Island to improve quality of life for all," said Jack Cullen, Executive Director of the Downtown Alliance.

Police patrol
The Downtown Alliance increases police presence by hiring uniformed, off-duty Rock Island Police officers to provide mobile safety patrols in a branded utility vehicle. On assignment, officers circulate downtown, monitor high-traffic public spaces and points of interest, check in with businesses, respond to calls for service and take appropriate measures in the event of an incident or unusual situation.
This off-duty police patrol totals up to 28 hours per week, including evening and weekend coverage. Specific shift assignments fluctuate based on the changing needs of downtown.
Private security patrol
Beginning in July and continuing through the end of 2026, two full-time guards will offer visible and proactive patrols on foot, quick response times and support for downtown businesses and points of interest. They will conduct building checks and safety escorts and coordinate with Downtown Alliance Ambassadors and law enforcement. Their presence is intended to help keep downtown walkable and welcoming.
Service requests
This level of collaboration is designed to ensure seamless communication between all parties, including downtown stakeholders.
Employees, residents and visitors within the Downtown Special Service Area may initiate service requests during private security patrol hours.

"When people feel comfortable, they're more likely to stay longer, return often and enjoy everything downtown has to offer," Cullen said. "From restaurants and shops to arts and events, a safe and secure environment allows our community to flourish."
